Tilt Shift is the name given to a process that creates a very narrow area of an image or video that is in focus, while the rest of the area is out of focus. It is often used to make landscape photos look like miniatures.
In photography it is either created using a special lens, or after the fact, in Photoshop. You can also create this effect on video.
